PROBLEM TO BE SOLVED: To provide a apparatus and a method of applying powder by which a masking agent is simply applied on the inside surface of a cylinder without taking time and labor. SOLUTION: A protector (protective member) 22 is mounted on the lower part of a cylindrical material 30 to be treated. The lower end part of the cylindrical material 30 to be treated is buried with the protector 22 into a powder layer in an intermediate vessel 12. The powder is filled in the cylinder by inserting a powder lifting screw 21 into the cylinder of the cylindrical material 30 to be treated and driving to lift and fill with the powder in the intermediated vessel 12.
