PROBLEM TO BE SOLVED: To obtain an alkylene carbonate synthesizing catalyst for synthesizing an alkylene carbonate at a high yield with a high selectivity, simplifying the separation of a product and the catalyst after reaction, facilitating repeating reaction or continuous reaction and advantageous from an industrial and economical aspect. SOLUTION: The alkylene carbonate synthesizing catalyst contains a compound insoluble in a phase containing the alkylene carbonate being a product but soluble in a phase containing no alkylene carbonate.
