PROBLEM TO BE SOLVED: To produce fluidized soil by preparing regulated slurry with high quality with the use of reclaimed impalpable powder. SOLUTION: The fluidized soil is obtained by mixing generated soil with the regulated slurry at a predetermined mixing ratio. The regulated slurry is prepared by blending water with the reclaimed impalpable powder which is obtained by heating and grinding discarded concrete so that a water quantity (W) relative to a quantity of the reclaimed impalpable powder (B) satisfies the formula of 70%<W/B<120%. Thus, the fluidized soil can be economically produced, and a fluidization method can be efficiently implemented. Further, the impalpable powder which is a reclaimed material is used as a value, and therefore the cycle of a concrete resource circulating system can be positively implemented.
