PROBLEM TO BE SOLVED: To provide a molecular integrated circuit element which has a flat ground of nano order that can grow a self-organization structure without being influenced by the ground, and to provide its manufacturing method. SOLUTION: An insulating membrane 2 which is 1 nm or less in thickness and a metal electrode 3 are formed on the surface of a substrate 1 which has flatness of 0.5 nm or less where molecules to be self-organized are placed.
