PROBLEM TO BE SOLVED: To provide a soil improving system which can efficiently produce improved soil products irrespective of the type of raw material. SOLUTION: The soil improving system is comprised of a mixer 1, reservoirs 4, 6, 10, and a discharging conveyor 12. The mixer 1 includes a soil supply port 20 from which contaminated soil is supplied, a sludge supply port 19 from which sludge is supplied, a heavy metal insolubilizer supply port 21 from which a heavy metal insolubilizer is supplied, a first hardener supply port 22 from which a first hardener is supplied, and a second hardener supply port 23 from which a second hardener is supplied. The reservoirs 4, 6, 10 store therein soil improving agents to be supplied to the supply ports 21, 22, 23, respectively. The discharging conveyor 12 discharges improved soil from the mixer 1.
