PROBLEM TO BE SOLVED: To control fogging by making the mirror image-force of toner not act on an independent electrode, in an image forming apparatus which forms an electrostatic latent image on an image carrier by a writing electrode using the image carrier having an independent floating electrode layer on the surface. SOLUTION: The image forming apparatus is provided with at least the image carrier 2 which has the independent floating electrode layer 2d on the surface, a writing head 3 which writes the electrostatic latent image on the latent image carrier, and a developing device 4 which develops the electrostatic latent image on the image carrier. When electric resistance of the independent electrode of the independent floating electrode layer 2d is set to R1, and electric resistance of a developer carrier 4a of the developing device 4 is set to R2, and a relation R1>R2 is satisfied, development is carried out with a non-contact type development method.
