<p><P>PROBLEM TO BE SOLVED: To provide an image encoder and an image encoding method capable of accurately matching the sum of bit rates of each of split image and a target bit rate by correcting the increment or decrement of a code bit amount due to compositing, and to provide an image recorder and an image transmitter. <P>SOLUTION: A GOP (group of picture) remaining bit amount calculating section 171 subtracts the code bit amount to be increased or decreased due to compositing from the code bit amount generated in one GOP in split image encoders 120-1 through 120-4, and assigns the bit amount to each of the encoders 120-1 through 120-4, according to complexity of an image. Also, on the way of GOP, the section 171 re-assigns a target value of the code bit amount generated by an uncoded picture in the GOP to each of the encoders corresponding to the complexity of the picture for each picture. <P>COPYRIGHT: (C)2004,JPO</p> |
