<p><P>PROBLEM TO BE SOLVED: To provide a moving picture data encoder for encoding moving pictures without wastefully implementing motion vectors. <P>SOLUTION: In the case that data for motion vector management are produced on the basis of a picture type and an inspection means does not utilize it when a valid motion vector file exists, a motion vector searching means generates motion vector data, decides a name of a file on the basis of an object picture number, a reference picture number, a searching range, and a type of a motion vector, and stores the file.
