PROBLEM TO BE SOLVED: To provide communication method and device for WEB service utilization and a cooperation method for the WEB service utilization dispensing with complicated processing operation in each WEB service (including an application) to be used when utilizing a WEB system and dispensing with unnecessary registration of user information to a third person. SOLUTION: A characteristic constitution means is adopted by providing a communication device 1 to be used for a user utilizing the WEB service with: a WEB service providing device 4 for providing service; a tamper-resisting storage device 11 for storing a user's secret key to be required for encrypting or decrypting processing to be performed in transmitting information to a WEB service providing device 4 and a certification agent; and a CPU 13 for encrypting or decrypting information by the user's secret key stored in the device 11.
