PURPOSE: A security system on a purchase device based on a smart card and a method thereof are provided to process the payment certification of a subscriber on the basis of the smart card via the network. CONSTITUTION: The smart card(SC) stores the user information and a secrete key, and includes a signal value generating algorithm for generating a signature value through the combination of the user information and the secrete key. A subscriber terminal(A) includes a smart card reader(SCR) for reading the information from the smart card, and a smart card driving algorithm and an encrypting algorithm receiving the smart card information from the smart card reader and processing the encryption. A data transmitting server(DNS) encrypts the certification information transmitted from the subscriber terminal secondarily and transmits it. An electronic payment certification server(EPIS) certifies the smart card information of each subscriber transmitted from the data transmitting server. The electronic payment certification server comprises an encryption/decryption algorithm, a multi-processing program, and a secrete key generator.
