PROBLEM TO BE SOLVED: To provide a new encoding and decoding technology for making compression rate and image quality of a moving image compatible, that is an eternal task.

SOLUTION: An image input section 10 acquires key frames. A matching processor 12 performs matching calculation among key frames and acquires corresponding information data. When image quality of an intermediate frame to be generated by the key frames and the corresponding information data has a problem on display, an α blending specification section 14 specifies the intermediate frame and specifies that α blending is performed between two key frames sandwiching the intermediate frame from front and rear. A stream generation section 16 forms a data stream in a form that the α blending can be performed between prescribed key frames when the α blending is specified to be performed between the prescribed key frames and forms the data stream so that the corresponding information data are incorporated when the α blending is judged not to be performed between the prescribed key frames.
