PROBLEM TO BE SOLVED: To provide a control device of an internal combustion engine that eliminates or controls an impact on a combustion temperature affected by a shift of an intake temperature from a reference value by a control of an EGR device.

SOLUTION: In this controle device of an internal combustion engine 1 including an EGR cooler 20 as a heat exchanger for EGR gas, a deviation that is occurring or a deviation that is expected to occur between the preset reference value of an intake temperature and a current value of the intake temperature is identified. The amount of heat exchange by the EGR cooler 20 is controlled based on the identified deviation.
