<P>PROBLEM TO BE SOLVED: To obtain a standby circuit capable of speedily change to a low power consumption state, when it is changed to the low power consumption mode and for decreasing the layout area required. <P>SOLUTION: When a Q1 goes to OFF operation when Cnt1 signal is at H level indicating a low power consumption mode, there is no bias supply to a drive circuit 3 and the output goes to H level. This turns off Q11, to shut off a power supply to an electronic circuit 5.
