PROBLEM TO BE SOLVED: To provide an exhaust emission control device which is high in the degree of freedom with respect to discharge from a collecting container of exhaust gas.

SOLUTION: The exhaust emission control device 10 is provided with the collecting container 11 capable of retaining the exhaust gas which is taken in from an exhaust passage 4 of an internal combustion engine 1 and a filter 22 which cleans the exhaust gas within the collecting container 11.
