PURPOSE: Provided are a method and a device for controlling red tide and green algae using low temperature water which are able to avoid secondary water contaminants by directly spraying water having lower temperature than that of fresh water or salt water under water or to the surface of the water to exterminate the red tide and green algae. CONSTITUTION: The method comprises steps of (a) preparing cold water at 5-20 °C on ship or barge; (b) transferring the cold water to a cold water spraying device; (c) exterminating red tide or green algae organisms by spraying the cold water through the cold water spraying device; and (d) collecting dead bodies of the exterminated red tide or green algae organisms by using a suction collecting device. The device comprises a low temperature water manufacturing device(1) composed of a tank, a motor for water-supplying, a salt water inlet port, a salt water discharge port and a motor for pumping out water; a low temperature water spraying device(2) composed of a multi-layered pipe; a low temperature water spraying port; a traction ship; a low temperature water supplying pipe and a floating body; a net for collecting dead bodies(3) having an inlet port and a dead body suction collecting device(4) composed of a motor for suction, a dead body inlet port, a salt water discharge port, a net tube and a motor for pumping out water.
