PURPOSE: A system and a method for discriminatingly charging a rate using a group ID are provided to fix the cheaper wireless data service rate than other user if a user connects to a web server within the group ID given to a group grouping a plurality of wireless data service providers. CONSTITUTION: A customer care system(132) stores the customer information such as a telephone number of a subscriber, wireless data service subscription particulars, and the group ID. An authentication/authorization/accounting device(135) provides an Internet protocol supporting authentication, authorization, and accounting. A menu managing device(140) manages a menu grouped by each CP(Contents Provider) server(160a-160n) and provides the grouped menu to a user terminal(110). A billing system(145) calculates the wireless data service rate of the subscriber by using the billing data, and calculates the rate as a discounted price or free if the subscriber uses a contents service by connecting to the CP server having the group ID. The CP server groups are the group of the CP servers providing a VOD(Video On Demand) service, an AOD(Audio On Demand) service, and a stock information providing service.
