IC CARD ISSUING DEVICE AND IC CARD ISSUING METHOD

摘要

PROBLEM TO BE SOLVED: To provide an IC card issuing device and an IC card issuing method which can realize an effective security functions in an IC card issuing process and executing a secure and sure IC card issuing processing.

SOLUTION: The IC card issuing device 1 has a plurality of kinds of security functions. A key management part 20 for the communication between operational terminals realizes a communication security function for the communication between a host computer 3 and the device 1. A key management part 21 for a DB file realizes a file security function for protecting the DB file. A key management part 22 for the communication between IC cards realizes a communication security function for the communication between the device 1 and an IC card 2.
