PURPOSE: Provided is an O/W type cosmetic composition for blocking ultraviolet rays containing perfluoropolyester derivative. The composition has excellent water resistance not to reduce its ultraviolet ray blocking activity by water or sweat. CONSTITUTION: An O/W cosmetic composition for blocking ultraviolet rays is characterized by containing perfluoropolyester derivative represented by the formula(1) of R¬1CF2O-(CF2O)p(C2F4O)q-CF2-R¬2, wherein p/q is 0.1-10.0, R¬1 and R¬2 are independently selected from the group consisting of CONHC18H37, CH2OH and (CH2O(R¬3O)n)k-P(O)(OH)3-k, and R¬3 is alkylin radical containing C2H4 and C3H4, and n i 1 to 10, and K is 1 or 2.
