<p><P>PROBLEM TO BE SOLVED: To improve security of contaminant diffusion prediction system. <P>SOLUTION: When a local system 22 does not acquire information from a wide-area network 20, a reception server 14 sends power-off commands of a first hub 11 and a second hub 12 to a remote power controller 15 and terminates the operation of them by terminating power supply, with respect to the first hub 11 and the second hub 12. When the local system 22 acquires information from the wide-area network 20, the first hub 11 is operated, and the second hub 12 operation is stopped.
