<P>PROBLEM TO BE SOLVED: To inform a user of a nearby shop quickly when the user has relocated or the like. <P>SOLUTION: Each shop is provided with a terminal device for e-mail distribution, a user's automobile is provided with an on-vehicle terminal, and the transfer of information including notice e-mails is enabled via an information center between the two parties. The on-vehicle terminal regularly transmits current position information to an information processor at the information center (P2). Once a specified amount of position information has been obtained, the information processor decides an area of high probability of existence, decides an appropriate shop within the area, and transmits change recommendation e-mails to the on-vehicle terminals (Q1 to Q3).
