<P>PROBLEM TO BE SOLVED: To accomplish, with low power consumption, such switching control that a through-current is not passed through a switching element 37 or a switching element 38 connected in series between a power supply terminal 39 and a power supply terminal 40. <P>SOLUTION: The switching control device includes a first OFF control circuit 43, high in output impedance, and a second OFF control circuit 44, low in output impedance, as circuits for turning off the switching element 37. When the switching element 37 is off, a standby state is maintained with the switching element 37 control voltage kept low by the potential of the junction point between the switching elements 37 and 38. When the switching element 38 is turned on, control is carried out so that the through-current is not passed through the switching element 37 or 38.
