<p><P>PROBLEM TO BE SOLVED: To provide an occupant protecting device capable of preventing a bag disposed under a cushion from being damaged due to chafing and the like with the seat cushion. <P>SOLUTION: The occupant protecting device 10 comprises the bag 12 disposed under a front portion of the seat cushion, a gas generator 14 for inflating the bag 12, a bag surrounding element 16 surrounding the bag 12, and a cover 18 covering these. On an upper surface of a seat pan 8 under the seat cushion, a recessed part 20 is provided. The bag 12, the gas generator 14, and the bag surrounding element 16 are disposed in the recessed part 20.
