<p><P>PROBLEM TO BE SOLVED: To provide a measurement management system for quantity consumed, a monitoring measurement device, a management center terminal, a measurement management program for the quantity consumed, and a recording medium with measurement management program stored thereon which enable a user to grasp the quantity of consumed electricity and the like, together with the fees in real time and with an arbitrary timing. <P>SOLUTION: The monitoring measurement device 10 and the like measure the quantity of consumed electricity or the like by a measurement means, stores user identification information for identifying and managing the user. The management center terminal 60 uses an environment management information generating means to generate environment management information, showing the quantity of consumed electricity or the like, on the basis of a measured value and the user identification information.
