PROBLEM TO BE SOLVED: To provide an exhaust emission control device for an internal combustion engine for reducing total emission quantity by reducing emission quantity before activation of catalyst without requiring high cost.

SOLUTION: This device is provided with a catalyst deterioration detecting means (step S12) to detect the deterioration state of catalyst conversion performance, and a catalyst warm-up means (step S15) to set warm-up speed of the catalyst after starting higher as the catalyst is deteriorated more.
