<P>PROBLEM TO BE SOLVED: To present a more appropriate upgrade proposal to a user who is considering upgrade of a product. <P>SOLUTION: Parts information when purchasing a personal computer which is specified by a serial number inputted via a serial number input picture is extracted, applicable upgrade rules are determined on the basis of the parts information in purchase (S100 to S120), request information corresponding to the applicable upgrade rules are set, and a demand information selection picture is transmitted (S130). Then, the upgrade proposal is set according to the upgrade rules corresponding to the demand information selected on the demand information selection picture, an upgrade proposal display picture is transmitted (S140, S150), and an upgrade application picture for receiving applications of upgrade by the upgrade proposal selected through the upgrade proposal display picture is accepted (S160).
