<p><P>PROBLEM TO BE SOLVED: To provide a power overload control method, capable of preventing an overload state from occurring in a communications system that is equipped with, at least, a base station which provides services, at least, to one or more users in a cell. <P>SOLUTION: The target signal-to-interference ratio (SIR<SB>target</SB>) of inner loop power control, carried out by the base station, is controlled so as to prevent the load imposed on the communication system from turning into an overload state.
