The invention relates to the physical gas dynamics, plasma chemistry, processes for power obtaining and quantum electronics. The result consists in increasing the efficiency of the vibration-rotation exchange between the molecules at the creation of the reverse population of the quantum levels, increasing the productivity, diminishing the complexity and power expenses in the realization process, as well as minimizing the ecological problems. Said result is attained by using a specially contoured nozzle consisting of a confuser and a diffuser and communicating both the flux as a whole and its separate tubes of current a rotary-translational motion.
