<p><P>PROBLEM TO BE SOLVED: To provide a vacuum heat insulating material having a vacuuming time approximately equal to that of a core using a new material since the core formed by recycling a core is not increased in resistance at the time of vacuuming. <P>SOLUTION: This vacuum heat insulating material comprises the core, an inner bag covering the core, and an outer bag covering the inner bag enclosing the core. The core is formed of inorganic fibers to which binder treatment or heat-molding treatment is not applied, and the inner bag is formed of a synthetic resin film.
