Provided are a skin evaluation apparatus, a skin evaluation method and a skin evaluation program which allow for quantitative evaluation of the complexion of the skin which more closely matches the actual appearance of the skin by evaluating the complexion of the skin in light of both physical characteristics and optical characteristics of the skin. The skin evaluation apparatus is provided with: a shape information acquisition unit 22 that acquires information relating to the shape of irregularities on the skin surface; an optical characteristics information acquisition unit 23 that acquires optical characteristics information of the skin; and an evaluation unit 24 that evaluates the complexion of the skin on the basis of the information relating to the shape of surface irregularities and the optical characteristics information.
