Device also comprises spray unit (480), detection unit, having at least one of devices: room entrance detection sensor (402), human body detection sensor (403) and a seat contact detection sensor (404), control unit 405 which controls spraying at least one fluid selected from: water and hypochlorous acid water from spray unit (480) before the use of the toilet, when the user detection unit detects a user, and spraying hypochlorous acid water from spraying unit (480) after the use of the toilet, when a prescribed amount of time has passed from when the user detection unit no longer detects a user.
