FIELD: navigation.SUBSTANCE: invention relates to satellite navigation systems, namely, to equipment of ground complex of controlling such systems. Said result is achieved by that means of control and measurement for a ground control complex of a satellite navigation system includes a hardware independent digital signal processing module of control and measuring means of the operation station. Output of the digital signal processing module is connected with an antenna device through an upward frequency converter and a power amplifier providing summation of power without break of phases, and the input is connected to the antenna device through an input receiving device. Computer equipment of the control and measuring means of the operation station is a cluster of servers combined logically, provided with means of the user interface and connected via the Ethernet with the digital signal processing module and via an external data network - with a server cluster of the control and measuring means in the control center.EFFECT: technical result is improvement of reliability of interaction of means providing control and measurement at operation stations and the control center.3 cl
