The rotor has vanes on a hub mounted on a rotary shaft with radial blades engaging the fluid. It has a second set of vanes directly to the rear of the first also connected to the shaft. The two sets of blades are spaced to produce a thrust. The sets can be similar, or of a different profile. The rear set can be of variable pitch and the blade angle can be controlled as a function of the rotation of the shaft. The blades of one set can be arranged to operate at a high fluid speed.
