The invention consists in that fact that projections, which consist of particles of synthetic resin 3, 4, 5 or other materials, such as sand, sawdust or glass beads, which stick, deposit or grow together on the collecting surface 1, are produced with a different application device, depending on the substance, on the complete surface of the polyethylene covering 1, which can be extruded or produced in another manner but before the latter is cured or polymerised. The invention serves for producing a bonding surface for the anchoring of weighting concrete for ensuring the stabilisation of offshore lines located under water. <IMAGE>
