The invention relates to a hydraulic binder which has a controlled start of setting and reaches high strength already at the beginning of solidification. The hydraulic binder is produced from 85 to 99.89% of a cement clinker, which has been ground to a specific surface area of 150 to 3000 m<2>/kg and in which 5 to 95% by weight of the particles are smaller than 5 mu m, 0.01 to 10% by weight of a salt of a sulphomethylated phenol/formaldehyde condensation product in which up to 70% of the acidic groups are occupied by trivalent cations of iron, aluminium and/or chromium, 0.1 to 5% by weight of an alkali metal compound and at least 20% by weight of mixing water. This phenol/formaldehyde condensation product can be partially oxidised. The hydraulic binder according to the invention is particularly advantageous for applications in the construction industry, because its setting time is adjustable within a wide range.
