In the case of this device, a gas-filled test cell (1) is used which holds the test object (8) and to which a pulse generator is connected. The test cell (1) is constructed over its entire length as a coaxial line having an inner conductor (3) in the form of a strip, and having a round outer conductor (2). Arranged parallel to the surface of the inner conductor (3) inside the outer conductor (2), at a distance (h) corresponding at least to twice the height (H) of the test object (8), is a potential plate (4) which is in the form of a strip and is connected to the outer conductor (2). The said distance (h) is also greater than the shortest distance (a) between the inner conductor (3) and the outer conductor (2). The ratio of the sum of the width (b) of the inner conductor (3) and its thickness (d) to the diameter (D) of the outer conductor (2) is selected such that it is between 0.4 and 0.9. <IMAGE>
