<p>PURPOSE:To decrease arithmetic operations needed for conversion and to attain easily the conversion into hardware by giving the prescribed orthogonal conversion to the picture elements within a block consisting of plural picture elements and then giving the code conversion after quantization. CONSTITUTION:Picture signals are supplied to a scan converting circuit 10 and converted into blocks to be supplied to an orthogonal converting circuit 20. The circuit 20 gives the orthogonal conversion to the picture elements included in the block by means of only a sequence of the next prescribed degree to obtain a conversion coefficient. The output of the circuit 20 is quantized by a quantizing circuit 30 and undergoes code conversion through a code converting circuit 40. At the receiver side the picture signals are led out based on the original time series through a code adverse converting circuit 50, an orthogonal adverse converting circuit 60 and a scan adverse converting circuit 70.</p> |
