The raw material has a ferrite and perlite structure before carburization and satisfies following formula (1), when N content is defined as Xand Al content is defined as X, and satisfies following formula (2) when an area per one perlite is defined as Sp and equilibrium precipitation amount of AlN at 1,000°C is defined as Wp.
