a first electrode having a first electrically conductive substance, a second electrode having a second electrically conductive substance, and at least one chemically active substance, and nanoparticles, wherein the nanoparticles have a core and a shell, wherein the core is surrounded by the shell, wherein the core includes or is formed from the chemically active substance,
