<p>A device for manufacturing covering panels for walls and floors, made from a plurality of tiles joined together into a single unit by a hardened or polymerized grouting material, comprises upper and lower frame parts which receive the tiles separated by the joints. To achieve simpler and more reliable manufacture, the lower frame part (1) comprises a flexible or elastic support on a flat support surface and a frame which surrounds the tiles and whose width is half that of the joints. In addition, the lower frame part (1) comprises an upper frame part (8) which pivots about a hinge joint (7) and can lay a flat covering surface on the tiles (3) and on the frame part (6).
