PROBLEM TO BE SOLVED: To provide a data stuffing device by which stuffing processing is properly conducted for input data and input significant information asynchronously with each other. SOLUTION: Input data S101 and input signal signification information S102 asynchronously with each other are given to a storage/stuffing means 101, where a data storage means and a significant information storage means included in the means 101 conduct synchronization processing, original data S103 and significant information S104 synchronously with each other are generated and outputted to a stuffing information storage means 102, which generates stuffing information consisting of stuffing data S105 and stuff address information S105 based thereon.
