A meter (1) for measuring the level of contamination by soluble salts which are present on a surface comprises an electrically-insulating base plate (11) having concentric electrodes (13,15) embedded therein. A lid (17), which is pivoted to the base plate, clamps a test paper (43) in contact with the electrodes with a predetermined force. The test paper is first wetted and is then applied to the surface and is left in contact therewith for a predetermined period of time so that it absorbs salts from the surface. It is then inserted into the meter and is clamped to the electrodes by closure of the lid. The electrical resistance between the electrodes is measured, and the measured resistance value is converted to a measure of salt contamination level. This is indicated on a digital display (9).
