Personnel or material elevating device comprises extendable and tiltable telescopic boom assembly between base and vertically movable horizontal platform. A telescopic boom assembly (8) connects a platform (6) to a base (1) and is composed of axially aligned booms (11-13). The assembly is extended or retracted by a first hydraulic cylinder and is tilted by a second cylinder (9). A third cylinder (10)between the assembly and the platform maintains the latter parallel to the base. To move the platform perpendicular to the bore, all three cylinders are synchronously operated via a control system (4).
