A electromagnetic proportional control valve is interposed in a gas supply passage for the burner. A temperature control circuit (15) outputs a signal corresponding to a temperature difference between a load temperature of the burner and a preset valve. The signal is inputted to a fan driving circuit to supply combustion air to the burner. The circuit (14) directly controls the amount of air supplied for combustion by the fan (6). In response to the sensing of a change in the speed of the fan or change in pressure, speed or quantity of air supplied, the valve is correspondingly controlled to maintain the gas/air ratio. If the fan speed is measured by a tachogenerator, the output may directly supply the valve.
