Provided in embodiments of the present invention are an inter-system measurement method, related device and measurement system, addressing at least the problem in related art of an excessive measurement duration of an inter-system due to a user equipment (UE) cannot measure the inter-system in a process of measuring the inter-system by utilizing a sleep period of a connected-mode discontinuous reception (C-DRX) period when the UE transmits data and a signaling. The method comprises: transmitting, by a network node of a first type of network, a measurement control message to a UE located in the first type of network, wherein each C-DRX period comprises a sleep period and an activation period, and the measurement control message is used to instruct the UE to measure signal quality of a second type of network in the sleep period of the first C-DRX period; stopping, by the control node, a first inactivation period timer used for timing the control node in an activation period of a first C-DRX period; and performing, by the control node, a downlink transmission for the UE in the activation period of the first C-DRX period.
