The apparatus according to the present invention makes it possible to obtain a reliable measurement factor by using a test device with a small volume in a short time interval in the case of testing flow meters generating non-uniform output pulses. The apparatus comprises a tube (1) in which the following are mounted in series: a flow meter (3) to be subjected to a test and a test device (4) of small volume and a branch valve (2). A CPU (13) calculates the irregularity in the spacing of the pulses, determines the repeatability (%), for a test on the basis of the number of pulses counted, of a function given by the number of pulses and the irregularity in spacing of the pulses. The CPU (13) then calculates the number of test runs necessary for obtaining the requisite repeatability by substituting the value of the repeatability in another predetermined function. <IMAGE>
