PROBLEM TO BE SOLVED: To provide a low thermal conductivity film with enhanced durability.SOLUTION: A low thermal conductivity film comprises: a film base material having first and second surfaces; a refractive index adjustment film which is disposed on the first surface of the film base material and comprises at least a first layer and a second layer, the first layer being positioned closer to the film base material than the second layer and having a refractive index higher than that of the second layer for light of a wavelength of 550 nm; a transparent conductive layer disposed on top of the refractive index adjustment film and principally made of indium tin oxide (ITO); and an upper layer disposed on top of the transparent conductive layer, the upper layer having a refractive index of 1.55 or less for the 550 nm light.SELECTED DRAWING: Figure 1
