<p>According to the invention, this device comprises: - first means (R1,C) for sampling the energy from the voltage source and for storing the energy sample in storage means (C); - second means (PH1) for discharging on command the energy stored by the storage means (C) into electrical energy detection means (PH2), which indicate the value of the voltage provided by the voltage source with a power at least equal to the minimum power required by the electrical energy detection means (PH2), this minimum required power being greater than the power at which the first means (R1,C) sample the energy of the voltage source.
