The substrate voltage generation device generates a stable substrate voltage by varying oscillating frequency according to the current applied to the substrate. This device comprises a detection circuit, control circuit for controlling oscillation frequency, and a pumping circuit for bootstrapping. Specially the control circuit controls the output of varying oscillating frequency.
