A damage of a pocket body formed by using a soft plastic sheet which arises when goods are inserted is prevented. A plurality of soft plastic sheets are laid one on top of another and peripheral edges except for the upper edge are fused by heating one another and a pocket body whose upper portion is open is formed and a damage preventive portion is provided at the upper edge adjacent to a fused portion by heating of this pocket body. Damage preventive portions are a substantially U-shaped removed portion of a sheet, an upward reversal slit being connected with the bottom end of an upward and downward slit and a hole provided to the bottom end of an upward and downward slit. By these damage preventive portions, it is possible to bend the upper edge of a sheet and when goods are inserted into a pocket body, even if the goods are caught by the upper edge of the sheet, a tensile force is not given to a fused portion by heating and a boundary between the fused portion by heating and the sheet because of a bend of the sheet and as a result, by portions described above it is possible to prevent the sheet from tearing.
