The control grooves (2) are arranged on a cylindrical bore inside the outer valve element, or on a cylindrical jacket of an inner valve element (3). First a cylindrical valve sleeve (1) is formed of a thin sheet metal. The sleeve is provided with control grooves, continuous in the radial direction and of limited length. The valve sleeve is then secured to one of the valve elements. A rectangular blank of thin sheet metal is provided with control grooves, passing through the blank radially and limited in length. The blank is then rounded into a cylinder, with the opposite edges coupled together.
